The European Commission's Web 4.0 and metaverse strategy
"Metaverse", "metadata", "artificial intelligence" and so many other concepts associated with the so-called Web 4.0 version, are today at the top of the community agenda for digital. In a very basic approach, Web 4.0 conceptualises a new era of the Internet that has artificial intelligence at its core. The European Commission (EC) recently presented its vision on Web 4.0 and virtual worlds (metaverses), in an approach in favour of openness, security and respect for digital rights:

"The EU should act now to become a major player in nascent markets related to Web 4.0 and virtual worlds, upholding EU values and fundamental rights and ensuring that people are protected and empowered".

This new generation will enable integration between digital and real objects and environments, and enhanced interactions between humans and machines, so the EC's goal is to enable open, interoperable and innovative virtual worlds that can be used safely and with confidence by all. This new strategy also aims to accelerate the European Union's (EU) technological transition and to leverage EU leadership in virtual worlds.

The EC's vision reflects the EU's values and principles and is in line with the 2030 objectives of the Digital Decade Programme (see oquedizalei.pt here).

The aim is to empower people, promote access to reliable information and build a "talent pool" of virtual world experts. As for businesses, the aim is to support the development of a European Web 4.0 industrial ecosystem to increase excellence and combat fragmentation. For governments, the aim is to support social progress and virtual public services, to capitalise on the opportunities that virtual worlds can offer.
